CONSTITUTION
EISENHOWER SENIOR HIGH SCHOOL STUDENT
CONGRESS

We, the students of Eisenhower Senior High School, in
order to promote a better understanding between students, and community, and to
provide greater ideals of citizenship for our school, do hereby establish this
constitution for the Eisenhower Senior High School Student Congress.

Section I
The name of this organization shall be the Student
Congress of Eisenhower High School.
Section I
The purpose of this organization shall be to create
school spirit, provide means for student opinion, promote leadership, and
offer experience in the privileges and responsibilities of a democratic
government

Section I
The membership of the Student Congress Shall consist
of the following:
Part l: Cabinet:
Student Congress President, Student Congress Vice
President, Cabinet Clerk, President, Pro-Tempore, Speaker of the House, all
committee chairpersons, three senior senators (one from each class), Clerks
and Parliamentarians from both houses and a sponsor.
Part 2: Senate:
Student Congress President, Student Congress
Vice-President, Student Congress Cabinet Clerk, President Pro-Tempore, Senate
Clerk, Senate Parliamentarian, all committee chairperson, 21 Senators (7 from
each class), heads of all school organizations, editors of Talon, and Patriot,
Head Cheerleader and a sponsor.
Part 3 House:
Student Congress President, Student Congress
Vice-President, Cabinet Clerk, Speaker of the House, House Clerk, House
Parliamentarian, all committee chairpersons, one representative from each
homeroom and a sponsor.
Section II
If a student holds two offices which qualify him or
her for membership in Student Congress, the student shall designate the
organization he or she chooses to represent. The line of succession for each
club shall be as stated in each club's constitution.
Section III
Homeroom Representatives to the House must be members
of the homerooms from which they are elected.
Section IV
All newly elected homeroom representatives must fill
out and sign a registration form and point card for Student Congress
membership. The form will be filed with Student Congress.
Section V
All Senators must file for membership before running
in their respective classes. Petitions shall be made available to make the
Senators aware of their Student Congress responsibilities. They must have a
3.17 GPA to be eligible to run.
Section VI
All Senators shall serve for a term of one school
year.
Section VII ABSENCES:
Part 1
When a member or an officer receives three unexcused
absences per semester, he or she shall be dismissed from Student Congress. An
unexcused absence shall be recorded when a member is absent from a regular
meeting or a specific assignment and his w her alternate is not there.
Part 2
Three tardies shall equal one absence.
Part 3
During the absence of a representative elected by the
homeroom from a regular meeting, the alternate will serve in his or her place,
If the alternate is contacted but still is not present at the meeting, an
absence is counted against the member.
Part 4
In case a representative is dismissed from Student
Congress, the alternate elected by the homeroom shall succeed that
representative. And her alternate shall be elected from the homeroom.
Part 5
After two absences from Senate meetings, notice will
be given to the club president and its sponsor, or to the absent senator.
Three unexcused absences is grounds for dismissal. For Senators, this means
the alternate will step into the office and the counselors will be notified of
the dismissed person, For club presidents, the president will be dismissed
from Student Con gress and the club will be instructed to appoint a new
representative. If the club tails to appoint a new representative, the club's
charter can be suspended resulting in the club's inability to participate as
an organization at Eisenhower High School.
Part 6
Any member dismissed from the Eisenhower Senior High
School Student Congress shall not be eligible for membership the following
year.
Part 7
A Student Congress Representative or Senator cannot
send an alternate already in Student Congress. No person in Student Congress
can represent more than one (1) organization and/ or homeroom at the same
time.

Section I
The Student Congress Officers shall consist of
President and Vice-President and Cabinet Clerk. The Activities Director shall
serve as the sponsor.
Section II
The President must have been in Student Congress the
preceding year, must maintain a 3.5 GP4 and must be from the senior class.
The duties of the President are as follows:
Part 1
To attend all Student Senate and House meetings and to
preside over all joint meetings
Part 2
To appoint an committees needed.
Part3
To call special meetings when necessary upon the
approval of the principal or sponsor.
Part 4
To preside over Cabinet meetings.
Part 5
To appoint Student Congress Committee Chairpersons and
other officers he or she deems necessary with the approval of the Sponsor and
a majority of the Senate.
Part 6
The President shall have the authority to act in the
interest of the Student Body without the meeting of the houses.
A This action shall be called 'Executive Order".
B. This action may only take place with the consent of the sponsor.
C. This action shall be open for review at the next meeting of each house.
Section III
The Vice-President must have been in Student Congress
at least one year and maintain a 3.5 GPA. The duties of the Vice-President are
as follows:
Part 1
To preside over Senate meetings and, in the absence of
the President over Cabinet meetings.
Part 2
To be in charge of the absences and reports of the
committees.
Part 3
To attend each Cabinet and Senate meeting.
Part 4
To take over any of the duties of the President if it
were to become necessary.
Section IV
The Cabinet Clerk will be elected for and by the
Senior and Junior Senators and the President and the Vice-president
The duties of the Cabinet Clerk are as follows:
Part 1:
To attend Cabinet, Senate and House meetings.
Part 2:
To take minutes of Cabinet meetings.
Part 3:
To type bills and agendas and be in charge of all
records.
Part 4:
To be in charge of all correspondence.
Section V
The Senate shall elect a President Pro-Tempore, Senate
Clerk, Parliamentarian, and other offices they deem necessary.
Section VI
The duties of the President Pro-Tempore are:
Part 1:
To preside over Senate meetings in the absence of the
vice-president.
Part 2:
To keep Senate roll and to report absences to the
Cabinet Clerk
Part 3:
To attend all Cabinet and Senate meetings.
Section VII
The duties of the Senate Clerk shall be:
Part 1:
To take minutes and keep an accurate record of all
Senate meetings.
Part 2:
To appoint a temporary President in the absence of the
vice-president and the President Pro-Tempore.
Part 3:
To attend all Cabinet and Senate meetings.
Section VIII
The duties of the Senate Parliamentarian are:
Part 1:
To keep order in all Senate meetings.
Part 2:
To have read and be familiar with Roberts Rules of
Order
Part 3:
To see that all meetings are conducted according to
Robert's Rules of Order.
Part 4:
To have read and be familiar with the Student Congress
Constitution.
Part 5:
To see that all meetings are conducted in a
constitutional manner.
Part 6:
To attend all Cabinet and Senate meetings.
Section IX
The House shall elect a Speaker of the House, a clerk
a parliamentarian, and any other officers they deem necessary.
Part 1
The Speaker of the House shall assume those duties in
addition to those of homeroom representative. The Speaker of the House shall
vote only to break a tie and on all written ballots.
Part 2
The House Clerk and Parliamentarian shall assume those
duties in addition to those of homeroom representative.
Part 3
Horse officers shall serve for a term of one semester.
Section X
The duties of the Speaker of the House are as follows:
Part 1
To preside over all House meetings.
Part 2
To attend each Cabinet and House meeting.
Section XI
The duties of the House Clerk are:
Part 1
To take minutes and keep accurate records of each
House meeting.
Part 2
To take mil rr, the House meetings and report absences
to the Cabinet Clerk
Part 3
To attend each Cabinet and House meeting.
Section XII
The duties of the House Parliamentarian shall be:
Part 1
To keep order in all House meetings.
Part 2
To have read and be familiar with Robert's Rules of
Order.
Part 3
To see that all meetings are conducted according to
Robert's Rules of Order.
Part 4
To have read and be familiar with the Student Congress
Constitution.
Part 5
To make sure all meetings are conducted in a
constitutional manner.
Part 6
To attend each Cabinet and Horse meeting.
Section XIII
If an officer does not maintain the requirements, the
officer shall be placed on a three week probation period. H requirements have
not been met by the end of the three weeks period, the officer is subject to
dismissal from Student Congress.

Section I
Committee chairmen shall be selected by the President
and confirmed by the Senate. All committees shall be chosen from a list of
volunteers by the committeechairpeople. At least one member from each class
shall serve on each standing committee providing that the number of members
needed for that committee to function so allows. Each committee shall fraction
only when needed.
Part 1
Assembly Committee - This committee shall consist of a
sponsor and approximately five (5)Eisenhower students. t shall help plan.
supervise, and evaluate all assembles.
Part 2
Blue Coats Committee - The purpose of this committee
shall be to promote organized activities for school spirit Membership shall
consist of the following: Student Congress President, Student Congress
Vice-President, Head Cheerleader, E Club President, ROTC Battalion Com mender,
Band President, Pom-Pom Captain, Step Team Captain, and The Senior Senators
from class.
Part 3
Constitution Committee - This committee must study ail
new constitutions and revisions of existing constitutions, and make necessary
recommendations prior to their approval by the Student Congress. his committee
is further charged with determining any constitutional ques tions of any club
and insuring that clubs follow axls6Mional procedures. This committee shall
study the Student Congress Constitution and recommend needed changes to the
Congress. This committee will interpret all constitutional questions end will
enform all rulings. This committee is also in charge of school elections. His
committee is headed by the Constitutional Chair and oversees Peer Council.
Part 4
Ecology Committee - this committee shall be
responsible for any project involving the school building grounds or
landscaping. They shall also be responsible for activities pertaining to
ecology Recycling is under this committee.
Part 5
Finance Committee · They will be in charge of teacher
of me month presentations, Helping Hands of the Month presentations and ticket
sales. The will handle and approve all student financial matters that come
under Student Congress.
Part 6
Publications Committee · They will be in charge of
informing the students about Student Con gress activities and school
activities, and for changing the marquee. They assist Blue Coats in promoting
School Spirit.
Part 7
Social Affairs Committee - This committee shall
supervise all school sponsored social events, including dances.This committee
shall be under the supervision of ms Student Congress sponsor and the Social
Affairs Chair.

Section I
Both the House and Senate shall meet at least once a
week The sponsor shall be present before any business shall take place.
Section II
Any special meetings shall be called by the President
upon consent of the sponsor or the principal.
Section III
House and Senate meetings may be canceled by a vote of
the cabinet with approval of the sponsor.
Section l
All amendments must be presented to every Student
Congress member in order that they may be presented to the homerooms. Within
two weeks after the amendments are presented, the vote shall be taken by roll
call in the House and senate, and the voting record shall be made available to
any student or
Section II
A constitutional amendment can be accepted by a 2/3
vote of each house.
Section III
The By-laws of this Student Congress can be amended
through the same procedure as the Constitution.

Section I
The administration shall have veto power.
Section II
The Student Congress President shall have veto power.
The veto may be overridden by a 2/3 vote of each house
Section III
The principal or the president must veto a bill within
ten days after the bill is received or the bill will pass.

Section I
All legislative proposals will be divided into one of
the following categories:
A. Main Motions
B. Constitutional Amendments
C. By-Laws
D. Club Charters and Constitutions
E. Resolutions
Section II
Any member of the Student Body or Faculty of
Eisenhower Senior High School may introduce a legislative proposal.
Part 1
Any legislative proposal will be introduced to the
Cabinet.
Part 2
Cabinet will discuss (and approve) any legislative
proposal before sending it to Student Congress.
Section III
Any main motion must be passed by both houses and have
the approval of the sponsor to become effective.
Section IV
If a main motion is passed in one house but defeated
in the other, the author(s) of the motion can choose to reintroduce the motion
to the Cabinet.
Part 1
A main motion can be reintroduced to cabinet no more
than one time per semester.
Part 2
Even though the Author(s) may rewrite the motion, if
the intent or purpose of the new motion is the same (or can be proven to be
the same) as the original motion, the new motion is considered a
reintroduction of the original motion.
Section V
All other rules concerning By-Laws, Constitutional
Amendments, Club Charters and Constitutions and Resolutions are applicable.
Section VI
The meetings at Senate and House shall be conducted in
accordance with Robert's Rules of Order Revised.

BY-LAWS

Section I
The seven senators shall take care of all class
business they,or the class sponsor deem necessary.
Section II
The seven senators from each respective class shall
elect one of them to serve as a Senior Senator
Section III
The duties of a senior senator shall be
Part 1
To preside over any class meetings or assemblies.
Part 2
To be the cooriginator of any class activities. This
is to be in cooperation with the class sponsors or as specified by this
constitution.

Section I
All class and club elections shall be held at a date
set by the Student Congress.
Section II
Petition Rules:
Part 1
All petitions shall contain the candidates' name,
class, office for which they want to run, and the parent's signature
Part 2
Twenty-five names shall be required for every
petition. Students may only sign petitions of those for whom they are eligible
to vote.
Part 3
All petitions must be turned in two weeks before the
date of election.
Part 4
To be eligible for club or organization offices or for
Senator, candidates must fill out a point card and file it with the
Constitution Committee.
Section III
Specific election procedures and policies will be
determined by the Constitution Committee and said information will be given to
all candidates prior to the campaigning period.
Section IV
Election Rules:
Part 1
Students shall vote by secret ballot
Part 2
Only members of their respective class may vote for a
Senator.
Part 3
The Constitution Committee may count votes in the
presence of a sponsor or principal. Part 4 A run off election between the two
highest candidates for any class shall be held if no candidate has received at
least one more than half of the total votes cast The date of this election
shall be determined by the Student Congress.
Part 5
Ballots shall be filed for two weeks in case of a
recount.
Section V
Presidential election stipulations:
Part I
If the office of the Student Body President is
vacated, the sponsor shall appoint the Vice President as President and a new
Vice-President shall be elected. If the Vice-President does not meet the
requirements to become President a new President shall be elected.
Part 2
A special election will be called by the sponsor in
the vacancy of any officer except as provided in Article III, Section V, Part
1 of the By-Laws.
Section VI
Student Body officers will be elected from and by the
Sophomore and Junior classes of the current school year.
Section VIII
Special Elections - Voting procedures that involve all
students, regardless of grade, will be conducted in the homeroom.

Section I
Voting:
Part 1
A quorum shall consist of a majority of the membership
in each house.
Part 2
A majority vote shall be required in all matters of
business in which the number of votes needed has not already been designated
by the constitution.
Part 3
Each homeroom shall be presented with all material and
information available and shall in struct its representative in the way 1
wishes him to vote. In all urgent matters the reptesenta tive shall have the
power to vote the way he thinks best for the members of the Student Body
he/she represents.
Part 4
No voting shall take place without a quorum.

Section I
Each student may have no more than a total of (14)
fourteen points during the year at any time.
